the idea of a central bank providing low cost finance to all citizens seem a sound one, potentially more efficient than the current system of banks multiplying bureaucracy and doing business by their own rules. denying credit to the poor is another problem. personally, i think every citizen should have a right to a loan - that way they have a chance and can not blame anyone for their own failures.
